bad url when running jenkins under a context URI #19

When running Jenkins under a context URI, for example at 
http://<hostname>/jenkins rather than in the root, some links are malformed.

Some images are missing on the Caliper results page, at 
http://<hostname>/jenkins/job/<job-name>/lastCompletedBuild/caliper/. The 
caliper image is referred to as follows, and ignores the context root:
<img src="/plugin/caliper-ci/caliper.png" alt="" height="48" width="48">

Observed in 1.477.
