might be a good idea to label the top row buttons...as to their function
could you imbed the video instructions in the flip? Or an instruction page at teh front end?
might not hurt to suggest there is (are) X number of questions...Maybe "you need ___ to pass"?

Implemented an "Introduction" page where we have a section for "Test Bank and Test" with # of questions in question pool, and on test, and passing requirements. And a section on "IndexFlip Buttons".
