Here's what I did:

When it fails at “The tool is unable to download Windows Server AppFabric”, go here to download: ttp://go.microsoft.com/fwlink/?LinkId=235496 i. Follow the default configurations ii. Uncheck “Launch Configuration Tool” at the end before closing iii. Install the CU update from here: http://go.microsoft.com/fwlink/?LinkId=627257 iv. If this still does not work, then uninstall the AppFabric using the same Setup file (remove all features) then run the prerequisiteinstaller.exe without running the AppFabric Setup again
