Set option that if catch is 0 F is set to 0 #35

Moved from issue #34 into its own issue.

I tried setting F to 0 when catch is 0. This was successful however for some reason F was constant for all years in the fleet. Im not sure why this would happen and guess its an error on my part. If we go this route, can someone else try?
