Related to issue #39. Need to confirm whether selectivity is same for each area. I believe it is. For each fleet, the selectivity is the same across all areas. This would also apply to the survey mirroring in that the selectivity would be the same for the survey across all areas.

Selectivity is not the same within a fleet for each area - below is a snapshot of estimated selectivity for an initial run of the 4 area (7fleet) model. Selectivity parameters in the .tpl are by population, region, and fleet so there is regional variability. The survey selectivity mirrors the fleet from that region, so survey selectivity can vary by region as well.
