Update to the latest Artery version

  1. Added some additional RSU features, including C-Roads standard services HLN, IVS, RWW. Additionally RSU DEN and CA services are available as well.
  2. C-V2X was updated to fix minor bugs in MCS selection and added new ability to manage multiple applications simultaneously.
