Send follow-up SMS #13

Two ways to deal with unresponsive users:

After XX minutes, send one follow-up. (e.g. "We haven't heard back from you. We won't send any more messages until we receive a text from you.")
When a message gets backed up, send a message saying we're ready to ask another question. This could be more difficult..

Thinking about tackling this using the first message. An ideal way to make sure we send only one follow-up will be by setting a flag in a users profile. So this change needs to wait until the new schema is checked in from the My Account work.
