Fix Dataset Link #98

The dataset has been moved to the site (http://www.ecologia.ib.usp.br/iwdb/) that is maintained by University of São Paulo, Brazil now.

Thanks @quaresma2111. I accepted the PR even though the "Resources" page at the new URL does not load on my end. I also notice the URL is not HTTPS.
