If audit mode is enabled (like it is in the actual version) then deleting a note or comment only sets a deleted flag and does not delete the note or comment. This behaviour should be configurable so that an admin can activate or deactivate this feature. If activated for a moodle site then deleting only sets a deleted flag. If deactivated then deleting does remove the entry from the database and the entry is deleted completly.
