Add blog post announcing the meeting in September #169

I got jekyll to run locally however I had to make changes to the Gemfile. I am not committing those changes as I am running on an M1 and unsure if it would break others setup.

This change set is just the image and blog post announcing the Sept 21st meeting. Screen shots below but I would appreciate someone double checking things before the merge.
