use in sql/python should scroll to block #14

Right now, when adding a SQL or Python block from the "Files" panel, the editor does not scroll to the newly added block.

How to reproduce:

  1. Create a document and start editing, add blocks until they cover the whole screen and scroll up
  2. Click on "files" in the bottom bar
  3. Upload a file and click the "Use in SQL" or "Use in Python" buttons
  4. Notice that it doesn't scroll to the new block, you have to scroll manually

Desired behavior:

The editor should scroll towards the newly added block, making it immediately visible.
