pre-release version bumps #1802

There's quite a number of small but useful new features that have accumulated in the main branch, and I'd personally like to make use of some in the ongoing work to prototype a new v2-compatible Kashti.

I'd like to prep for the v2.3.0 release.

Applied the do-not-merge label.

I want to put the release on hold until #1804 is addressed. I have a semi-urgent need for #1804, so if we were to cut 2.3.0 now, we'll probably be cutting another release within days.
