This leverages the new cron event source to trigger nightly cleanup of our unstable image repository.

I didn't even know Brigade was pushing to an ACR instance

It's recent as of #1810. @jorgearteiro reviewed and although he's not a maintainer, it was a chore type PR, so I let the review stand. I probably should have labeled it as a chore.
