Extend `health` endpoint

Currently, the health endpoint provides a simple status check, i.e., if you can hit the health endpoint, then it returns an OK status.

This health check could be more comprehensive and answer:

• is the database running?
• is each endpoint available?

N.b., this update will serve the resources table in Facet.
