adds Husky and configuration to run tests and formatting on pre-commit
adds commitizen to add commit messages in conventional-commit format
uses the workspace_actions script to only run on modified workspaces

🧪 Steps to Test

yarn install
modify a file in one or more workspaces
git add .
git commit -m "commit message"
