fix azure pipeline #124

Conda versions >22.11.1 on ubuntu don't like mamba. The fix described at https://github.com/actions/runner-images/issues/6910 did not work so I removed mamba. The pipelines now use conda directly. I also had to remove some of the packages installed via conda to get the pipeline to run on windows-latest.
