1,4-dichlorobenzene is the reference substance for toxicity, but missing in ecoinvent #1

From @romainsacchi: "I can see that we do not have a CF for 1,4-Dichlorobenzene in our implementation, even though it is the reference substance of the method. There's a "Benzene, dichloro" in biosphere3: aren't those similar?"

"Benzene, dichloro-" is not used as a synonym in any compendium or systematic nomenclature, but that won't stop ecoinvent from using it! Ecoinvent also provides "o-Dichlorobenzene".

Normally, in this case we would match based on the CAS registry number. However, ecoinvent gives the wrong CAS number for "Benzene, dichloro-" (95-50-1 - this is for ortho-dichlorobenzene, it should be 106-46-7).

Code needs to be adjusted to match p- and o-dichlorobenzene separately.
