[feature request] Android notification to Frame #140

Unlike for iOS which requires a custom Bluetooth protocol (see https://github.com/brilliantlabsAR/frame-codebase/issues/228) Android notification support is implemented on the application rather than the hardware.

Can probably already be done using a small Lua based notification handler. Or implement an ANCS equivalent server on Android host side
