Fix windows suricata-update #56

While testing this, I realized there was still an outstanding issue on Windows related to our use of temporary files. I've fixed it in our suricata-update fork (https://github.com/brimsec/suricata-update/commit/0b10a8383fe1d2060589fa10822ee9dd223477b0). Re-running CI to verify one more time.

For some reason the Windows build stays in the Queued — Waiting to run this check... state when I hit "re-run", so I'm just going to merge this and try out the artefact on master, assuming CI does run there.
