Autodownload workflows #194

Add CI script to automatically download workflows from galaxy.dev.pathogenomics.ca and commit to repo. Automatically download any subworkflows by uuid stored in parent workflow.

Trigger CI manually with https://www.actionspanel.app/

Look into automatically updating subworkflows using jq.
