Consulting with Claire and Fiona we determined that 50Gb per user was reasonable. See https://galaxyproject.org/admin/disk-quotas/#quotas

This requires adding quota support to the terraform galaxy provider and blend4go: https://github.com/brinkmanlab/blend4go/issues/2
