Provide hints for logical inconsistencies #11

The user can document decisions in a logically inconsistent way, e.g. decision 
that has a relationship to a decision which was made in the future.

The user interface should show hints and notifications that make clear that 
this should not be possible.

Example:
- constraints based on the current state of the decision. For example, an 
approved decision can only depend on other approved decisions.
