Scrolling in the visualization by dragging a node to the lower bottom of the viewport

What steps will reproduce the problem?
1. Drag a node to the lower side of the viewport
2. Drag it to the upper side
3. Drag it to the lower side

What is the expected output? What do you see instead?
The browser is expected to scroll when moving the mouse the second time to the 
lower bottom of the viewport, but it doesn't.
