Make the decision management tests database independent #51

What steps will reproduce the problem?
1. Try to use a continuous integration system

What is the expected output? What do you see instead?
The tests can't be run since they rely on a local derby database that uses the 
default settings. Maybe it is possible to use the Arquillian testing framework 
for this purpose.
