Races/entries need to;

Charging Strategy

[ ] allow multiple "per event/race" fees. e.g. trailer, or boating.
[ ] allow multiple "per entry" fees, e.g. different boat classes, or just whatever variation may be thrown at us.

Other

[ ] Don't charge accounts on entry.
[ ] Allow race entries sec to apply fees, and then mark as "entered"
[ ] Allow race entries sec to amend/apply refunds to the above.
