License and CLI updates, bump deps

As discussed, changed License to GPL. A couple of other small changes:

added a version option
refactored slightly the dry run option
removed [all] from napari dep (as suggested elsewhere, this should be deferred to the user's decision and napari has useful prompts for it)

Apparently some leftovers from the name change... strange that it didn't show up before!

Current failures are almost certainly due to some issue with napari with this version. They should disappear with 0.4.12!
