In Berlin there are many single tagged bicycle stands the data should also be clustered.

Tasks:

[x] Add option in table extern.external_data
[x] Export clustered+unclustered geojson
[x] Switch between options on page missing_map
[x] update_statistics for both: (un)clustered
[x] Implement tables for Berlin
[x] Implement tables for London
[x] new Translations
