There is no API Page, so no explicit license info, but the data seems to be available at https://radbuegel-aachen.de/api/v1/reports. And since we once compare the data, I don't see an issue using it.
It looks like the location data is quite rouge (location of suggestion, not location of the bike stands that the city picked). So ideally, we could compare only with existing OSM objects that where created after the status changed to "done" to reduce false positives. But I think this was not possible since the OSM API does not provide a creation, only a last update date, right?
Aachen did the same think that Kreuzberg did together with FixMyCity https://github.com/britiger/bikeparkingberlin/issues/72.
