[REQ] Add utf8mb4 to the list on Preferences > General > Default Encoding #1812

Add utf8mb4 to the list on Preferences > General > Default Encoding.

Actually, Autodetect works if you have a least a table with utf8mb4, but it not 
if you've only defined utf8mb4 as encoding in some fields.

Default encoding of utf8mb4 as well as having it as a choice for importing.
