need a built-time property for switching between building for development and production #12

Describe your suggestion:

- needs to pick up appropriate config files to put into jars, depending on
the value of a property in site.properties, eg: 'eurocarb.build=production'.

- specific things off the top of my head that need switching:
   1) log4j.properties 
   2) hibernate.properties
   3) tomcat config
