Right now, file uploads fail somewhat silently. The Tranche functionality is in 
place, but we need permission from the Tranche network to throw our files up 
there.

The idea is users register with ProteomeCommons, and can upload their 
certificate files to ECDB, which it then can use on the back-end to upload 
files 
to the Tranche network.
