We need to define the procedure by which users are accepted as valid users to
log in to EUROCarbDB.
Do we accept all logins, giving read-only access to the database?
Do we manage the logins through a request/approval process?
The main issue is we do not want upload functionality open to all users, but
we do want it for approved users.
