Make sure the application works with multiple instances of tomcat #35

If we're running the application behind a load-balancing apache, we need to 
make sure that the application can be accessed from a whole bunch of 
different port numbers, and that the URL generation in webwork produces 
URLs that can be resolved properly on the other side of the load balancer.
