Use static data for tests #55

Instead of downloading from live MTA site, use static data for tests. Main impetus for this change is that when MTA publishes new files, they don't include current data. So there could be a few days where a fresh load wouldn't have current data. Obviously an issue for normal operations too. Loading from static dump (as in #42) would help.
