Populate directory with public resources required to run gCNV and other tool workflows

The resources should include:

• Interval list (Gencode exon list)
• Contig ploidy transition table
• Any blacklist used (such as PAR blacklist)

For some resources that are too large document how they were generated and their public facing bucket locations
