Add FireCloud ACLs to install and update cromwell to 31 #32

This enables the setting of ACLs when installing a WDL in FireCloud via either command-line options or config-file options. Closes #30.

Cromwell and WDLtool were updated to v31 to keep pace with FireCloud.
