Add FireCloud method for each pipeline task #1

For each of the tasks in pgdac_main, add a separate method so that each task can be run separately independent of the pgdac_main pipeline.

Created WDLs for each task in wdl/tasks. Uploaded (templates in wdl/push-all-to-FC.sh) tasks to FireCloud.
