Azurize panoply_fragpipe_search WDL #43

Goal here is to have the WDL run on both GCP and Azure.

Changed Directory type to list of files -- as this was not working on Azure.
Updated paths such that /cromwell_root is now changed to current working directory in Azure (This also works in GCP.)
