Folder structure clarification #21

Indicate that some datasets don't follow the canonical folder structure

The new data validation tool will obviate the need for this because it will allow some more flexibility in the folder structure and the end user can (eventually) use the index generated by it to get what data is available (vs. needing to guess what's there)
