Revisit `workspace_dl` structure #83

@leoank @ErinWeisbart I am using this repo to discuss folder structure-related topics. We previously used https://github.com/broadinstitute/cellpainting-gallery-private but we have now archived that in favor of the corresponding public repo. However, we don't have a space for maintainers to discuss structure etc., and this (public) repo is a good option. Feel free to bump this elsewhere if it doesn't fit in.

In https://github.com/jump-cellpainting/datasets-private/issues/50#issuecomment-1982217038, we will be reorganizing EffNetV2 embeddings. This is the right time to revisit our folder structure for workspace_dl. It still looks good to me, but running it past you to confirm
