[WIP] Add script to capture heterogeneity #32

Here I add a cytominer_script that can be used to acquire the heterogeneity features described in Rohban et al. 2019.

Motivation for this pull request is outlined in broadinstitute/cell-health#17.

An interesting note is this line.

I chatted with @hkhawar and she pointed me to the plate and well columns with the Image_ prefix. In other cases we've seen the columns without the prefix. It is unclear why this is the case!
