germline tag bugfix for fix_mutect2 #182

In 23q4, rescue mutation in chr6:32222565 was included in final MAF, but when testing with the GIAB v3 reference, the mutation was filtered out by fix_mutect2. With this bugfix, the mutation should be rescued and appear in the final MAF.

@qinqian This branch was created for introducing a bugfix to fix_mutect2, but since we decided not to pursue it, I will delete this branch. However, I can make a note on the 23q4 docs about the small issue to fix in the future
