docs - add basic info about managing and testing wdl in Firecloud #1

It would be nice to bring the hello-world example through testing it on Firecloud. Topics to cover include:

wire up hello world to an individual import an individual from tutorial workspace import wdl to workspace fill out form - remember to use quotes. use of self. use of bucket addressess but not http. can use blank for outputs versioning that occurs upon multiple wdl pushes, how to access them. You can avoid redoing most of the input expressions if you keep the name the same.
