Perhaps something outside of GCE, or on GCE but outside a normal account, could ping all the VMs in the group and check for idle time. Eg every 5 minutes. If a VM is basically idle > 1 hour, send an email to the owner. Realtime-idle status should also show up in management tables, available to individuals and those with billing responsibilities.
