CNV GetHetCoverage: mention tool is non-bayesian version of GetBeyesianHetCoverage #1127

I checked the failed travis test logs and found:

3 instances of The command "sudo bash scripts/install_git_lfs.sh" failed and exited with 127 during .
1 instance of The job exceeded the maximum time limit for jobs, and has been terminated.

@droazen says to merge these doc changes despite questionable integration tests, given I am not touching code.

There will be a chance for discussion and review of doc content in the second round of edits. For now, need to merge as many PRs as possible since gatk4 and gatk-protected repos are being merged today.
