A follow up from #634 & #633 to consolidate multiple variables with the same docker image (sv-pipeline docker image), similar to #634 & #638, this PR implements the following refactoring:
Replace all the references to sv_pipeline_updates_docker with sv_pipeline_docker; and,
Remove sv_pipeline_updates_docker if both are the inputs to a workflow.
