move tests/diff/bdiff.py to util directory #33

The tests/diff/bdiff.py was used in early vetting of GDC data, and may retain value for future use. But it gets in the way to have a ./diff subdirectory in ./tests, so it's cleaner to move bdiff.py to util folder in case it's ever again needed.
