BUG: update gdac_ingestor to reflect latest incarnation of GDCtools #43

The BASH-ified gdac_ingestor script (with 10 lines, calling gdc_tools directly, instead of Python) has gotten out of date and is no longer operating properly in the nightly cron job.

Done as of v0.2.3 ... with minor updates to the GDAC ops code gdac_ingestor wrapper, too
