My hunch is that it may've been copied into /xchip/gdac_data/gdc/config by hand ... and when I cleaned out that directory recently the result was a broken gdc_report generator. So I stubbed in the placeholder blacklist.tsv (and also left a README therein, describing what's needed to correct)
