At present GDCtools allows us to specify subsets of GDC programs and projects, but it would be useful to go even finer grain and allow us to select specific cases of files to download, too. This would be of immediate benefit in the regression tests, so that less data needs to be downloaded during mirroring, and diced, diff-ed etc.
